Free 15-minute appointments for permit, code, and zoning questions
The City of Portland's Development Services Center offers free 15-minute appointments to assist individuals with project planning, building codes, zoning rules, and permit requirements. These appointments are available online, by phone, or in person, and aim to provide early assistance before formal applications are submitted. The service is particularly beneficial for those seeking to understand the feasibility and regulatory aspects of their proposed construction or renovation projects.
Appointments can address a wide range of topics. For zoning and land use, a City Planner can clarify what is permissible on a property, including setback, height, and size limits, as well as suitable building locations for structures such as garages, decks, Accessory Dwelling Units (ADUs), fences, or tiny houses. This also covers inquiries about converting existing spaces like garages or basements, exploring infill options, development potential, and initiating land use reviews like adjustments or conditional use reviews. Specialized zoning questions cover land division, lot confirmation, property line adjustments, and projects within environmental, river, greenway, design, or historic zones.
For building code, engineering, floodplain, and erosion control questions, various reviewers are available. Residential Building Code reviewers can determine if a building permit is needed for one- and two-family dwellings, covering additions, new constructions, remodels, and specific structure types like ADUs, duplexes, or townhouses. They also address common projects such as adding a second floor, converting space to living areas, decks, egress windows, home remodels, seismic anchorage, and stairs, providing insights into engineering, fire-rated material, and structural requirements. Commercial Building Code reviewers handle inquiries for commercial projects (e.g., offices, retail, multi-family buildings with three or more units), covering accessibility, changes in occupancy or use, energy code, and tenant improvements. Mechanical and Structural Engineering reviewers provide expertise on HVAC systems, seismic design, and structural elements for commercial buildings. Site development engineers cover geotechnical aspects, floodplain development, erosion control, grading, landslide hazards, and retaining wall design.
Permit technicians can explain the application process and necessary documentation for residential, commercial, and other permits, including solar, trade (electrical, mechanical, plumbing), and address-related questions. Separate appointments are available for water services, addressing water availability, meter requirements, and backflow prevention. For septic and cesspool concerns, direct contact with Site Development staff is recommended, while sewer and stormwater questions (e.g., connecting to public sewer, stormwater facility design) are handled by Environmental Services staff. Fire safety questions cover access, water supply, sprinklers, alarms, hazardous tanks, and solar PV installations. Transportation planners assist with street and right-of-way questions, including improvements for ADA compliance, driveways, encroachments, and the Local Transportation Infrastructure Charge (LTIC) for both residential and commercial projects. Finally, Urban Forestry staff address tree-related inquiries, distinguishing between trees on private property with a development permit, street trees with a development permit, and trees not related to development.
Appointments can be conducted via Microsoft Teams for virtual meetings or by phone, with the option for in-person meetings at the Development Services Center. Participants are advised to organize their questions, have property addresses and electronic documents ready, and arrive on time. The service aims to streamline the early planning stages of projects by providing accessible expert guidance.
