Clinton Manor Courtyard Apartments, built in 1940, represents a significant example of American Colonial Revival courtyard apartment architecture in the Greater Wilshire area of Los Angeles. This multi-family residential property is recognized for its historical association with the pre-World War II motion picture industry, providing picturesque and affordable living spaces for studio and service workers. The design of Clinton Manor reflects the principles of the Garden City movement, incorporating elements of Southern California indoor/outdoor living to offer residents an idyllic environment during a period of national economic hardship. The property's developer, Aetna Construction Company, played a pivotal role in mass housing development both before and after World War II. Clinton Manor showcases the company's evolution from apartment construction to large-scale subdivisions, such as Rancho San Pedro and the City of Lakewood. Architecturally, Clinton Manor is a large-scale example of the courtyard apartment typology, characterized by its high density of 54 units, economical building materials, and simplified American Colonial Revival design elements. These features highlight the construction priorities of the 1930s, which focused on density, economy, and creating a sense of aesthetic appeal. Clinton Manor gained notable historical significance through its early tenants, Ruth and Elliot Handler, who established their plastics company, which later became Mattel, Inc., from their apartment and on-site garage. The Handlers subsequently created the iconic Barbie doll. In 2022, the long-term owner sold the property to a large holding company, prompting concerns among residents about potential redevelopment and the loss of its historic character. In response, residents formed the Clinton Manor Coalition to advocate for the preservation of their home. With support from the Los Angeles Conservancy, the Clinton Manor Coalition successfully nominated the property for designation as an L.A. Historic-Cultural Monument (HCM). The designation process involved multiple steps, including consideration by the Cultural Heritage Commission in October 2024, a recommendation for designation in December 2024, and subsequent approval by the Planning & Land Use Committee of the City Council in February 2025. The City Council officially adopted the Clinton Manor Courtyard Apartments as an L.A. Historic-Cultural Monument in February 2025, ensuring its protection. The Los Angeles Conservancy emphasizes the importance of preserving historic multi-family residences like Clinton Manor, particularly in the context of development pressures threatening such buildings across Los Angeles. These rent-stabilized properties often constitute a significant portion of the city's affordable housing stock. The Conservancy highlights that historic housing offers access to city amenities, open spaces that foster community, a balance of density and privacy, lush greenery, and a strong sense of history and place.
