The Portland Water Bureau's Water Leak Repair Program assists homeowners in Portland with repairing various types of water leaks, from minor fixture leaks to significant underground pipe issues. This initiative, which began in 1998, aims to reduce water bills for residents, enhance home livability, help individuals remain in their homes, and promote water conservation. The program evolved from an initial partnership with Multnomah County and expanded last year to include two non-profit organizations: the Community Energy Project (CEP) and the African American Alliance for Homeownership (AAAH). These partners are instrumental in coordinating repairs with local plumbers, ensuring efficient and high-quality service.

Suzanne discovered a substantial underground leak in August 2021, initially mistaking the visible water flow on the sidewalk for a neighbor's sprinkler. Suzanne described the experience of having such a significant underground leak as incredibly stressful. Her concerns included potential property damage and the financial burden of inflated sewer, stormwater, and water bills. Despite having lived in her Portland home for nearly fifty years, this was her first encounter with an underground leak of this magnitude. The repair process faced some delays, but the service line was ultimately replaced in February 2022. Following the successful repair, Suzanne experienced a significant reduction in her water usage and associated bills, bringing her much-needed relief. She expressed anticipation for enjoying her yard in the summer, including gardening activities and harvesting blackberries for jam.
Suzanne's advice to others facing similar leak issues is to seek help without hesitation and not to delay. The Water Leak Repair Program demonstrated considerable impact last year, assisting 108 homeowners across various demographics in Portland, representing a diverse range of ages, ethnic/racial identities, genders, and ten different languages. Homeowners who receive water from the Portland Water Bureau and are either enrolled in the Financial Assistance program or meet income qualifications are eligible to apply for the Water Leak Repair Program.
